A low general income-tax rate, valuable exemptions and the simplicity of the euro make Bulgaria worth a closer look.
Reviewed 15 October 2026 · Personal finances
An overview for individuals managing personal assets. The result depends on residence, income type and the applicable treaty.
Income & residence
Bulgaria generally taxes an individual’s taxable annual income at 10%. Residents are within the Bulgarian tax system for worldwide income; non-residents generally for Bulgarian-source income. Exemptions and treaties then determine what is actually taxed.
Residence tests include more than 183 days in any 12-month period or a centre of vital interests in Bulgaria. A permanent address also matters, with an exception where the centre of vital interests is abroad.
Owning a home or obtaining a residence certificate does not alone settle tax residence. Family, work and economic ties matter. If two countries regard you as resident, the treaty’s tie-breaker rules must be applied. Semi-retirement earnings can also involve social/health contributions and business-specific rules; 10% is not an all-in cost.
Retirement income
Under Bulgarian domestic law, income from compulsory pension/social insurance in Bulgaria or abroad is exempt. Qualifying supplementary voluntary pension income is also exempt once the entitlement to a supplementary pension has been acquired.
A double-taxation treaty allocates taxing rights and provides relief where relevant. A Bulgarian exemption can coexist with tax in the pension’s source country. The exact treaty and payment type decide the outcome.
Check the treaty’s social-security clause: it may reserve taxation to the paying country.
Residence-country taxation is common, but source-country rights and “subject-to-tax” clauses vary.
Often follows a separate article, commonly retaining source-country taxation, with possible nationality exceptions.
May follow different rules from regular retirement payments. Confirm both treaty treatment and Bulgarian exemption eligibility.
Under the UK–Bulgaria treaty, Article 17 generally assigns pensions to residence, but lets the UK tax UK-source pensions if Bulgaria does not subject them to tax. Public social-security pensions and pension-scheme lump sums are assigned to the source country. Article 18 separately covers government-service pensions, including its residence-and-nationality exception. This illustrates why “all foreign pensions are tax-free” would be misleading.
For voluntary schemes, Bulgarian law also specifies qualifying institutions/jurisdictions (including EU, EEA and OECD arrangements). Have the provider documents and withdrawal terms checked, and arrange any residence certificates or relief claims with the paying country.
NRA pension guidance · Find your treaty · UK example, Articles 17–18
Your home & property
One residential property
Income from its sale or exchange can be exempt when more than three years separate acquisition and sale.
Up to two other real-estate properties
The exemption can apply when each has been held for more than five years.
These are limits for sales in a tax year, applied alongside each property’s holding period. The three-year provision concerns a residential property; it does not require it to be your principal home.
“More than” means strictly beyond the anniversary, not exactly three or five years. This is not a rolling “one home every three years” allowance. Check acquisition dates, residential classification and other sales that year. Business/dealing activity follows different rules. A foreign property’s location country may also tax the sale under its law and treaty.
Shares & ETFs
Disposals of eligible shares and collective-investment-scheme units, including qualifying ETFs, can be exempt when executed on a qualifying regulated market in the EU/EEA. The statutory definition also covers qualifying growth markets under the rules effective from 2026.
The instrument and actual execution venue matter. An ETF’s label, its listing somewhere in Europe or the broker’s address alone does not establish eligibility.
Ordinary US/UK exchange trades, OTC trades and non-qualifying multilateral trading facilities do not automatically receive this exemption. A qualifying growth market is a specific legal category, not every MTF. Check the execution report, market segment and any other statutory exemption, such as certain fund redemptions.
For a resident private investor, non-exempt financial-asset gains generally enter the 10% income-tax regime: annual realised gains less eligible realised losses, then the statutory 10% expense deduction under Article 33(3). Trading as a business can change this. Keep transaction records; foreign-asset reporting can still be required even when a gain is exempt.
PITA Articles 13, 33 and 50; §1(11), (65)–(66) · Market definitions
Portfolio income
Dividends generally face 5% Bulgarian final tax. Foreign withholding may be relieved under the treaty or applicable credit rules; it is not necessarily an extra full 5%. Foreign dividends normally need a Bulgarian return by 30 April of the following year.
Interest on qualifying deposits at banks or bank branches established in the EU/EEA is exempt. Other interest is generally taxable at 10% unless another exemption applies. Broker cash interest is not automatically a bank-deposit exemption.
Owning in Sveti Vlas
In Nessebar municipality, the 2026 annual property-tax rate is 0.22% of the property’s assessed tax value. A qualifying principal residence receives a 50% reduction. This is separate from the property-sale exemption above.
Acquisition tax is 3%, generally on the higher of the agreed price and assessed tax value. Budget separately for waste fees, notary/registration costs and building maintenance; VAT may apply to some purchases.
Bring your pension statements, home-country details, property dates and broker reports to a Bulgarian adviser experienced in your home-country treaty.

Qualifying pensions can be exempt in Bulgaria, but source-country taxation depends on your treaty and the pension type. The Tax & Financial Advantages section explains the key distinctions and links to the rules.
